The draft regulation (as well as the draft Gaming Act) adopts a very strict regime for affiliates (which shall be approved by the HGC before offering their services as per article 35 of the Gaming Act). Paragraphs 3 and 4 of article 9 provide for the submission of a licensee’s agreement with an affiliate to the HGC and the latter’s authority to order termination of such an agreement. Both provisions are too strict and shall be amended (i.e. it could be provided that the HGC may request submission of an agreement for specific reasons).
