The proposed licensing fees are extremely high. We would recommend the Greek Government to adopt licensing fees that are reasonable and primarily aim to cover the administrative costs incurred as a result of the licensing process and the regulator’ duties during its operations. In particular, licensing fees should not constitute a way to raise additional tax revenues, as this is the role of the gambling tax. Importantly also, prohibitive licensing fees and high financial requirements are very likely to deter operators, especially mid/small size operators, from applying for a license and will hinder the success of the regulatory regime. By way of comparison, the proposed licensing fees are ten to twenty times larger than what is required in comparable markets, such as Bulgaria and the Czech Republic, as well as in much larger ones, such as Spain and Italy.
