The exclusion of RNG games is a new restriction. Indeed, existing licenses have all been allowed to offer RNG games from the start and, to our knowledge, the Hellenic Gambling Commission never raised any issue in that regard during the interim licensing period. The exclusion of RNG games will seriously reduce the size of the regulated market. We reckon that it could go down by approximately €100m, which would mean a loss of €35 million for the State Budget. As already outlined in our preliminary statement above, the ban on RNG games will prevent the Greek Government from achieving sound public policy objectives, including the protection of consumers and the reduction of the unregulated offer. Not to mention also that such a ban would raise issues of compliance with EU law. As per the rules of the internal market, there needs to be a consistent and non-discriminatory treatment of both gambling products and operators.
