The proposal excludes the whole Academic Community from the process of certification! The partnership of Industry and Academy Society is required, due to the limited requirement : the approved engineers to obtain a Certificate, perfectly a Diploma in Energy Assessment e.g for buildings, commercial sector etc. The term of Academy includes TEI and AEI (in Greek Terms) with laboratories and recognised research in the subject field. The Diploma could be provided by one or more professional institutions in collaboration with Academic Institutions, Technological or Theoretical Approaches. This is an extra qualification beyond 1st degree and MSc. The first review of the current proposal as a text represents the common practice for printing papers without the completion of a proper strategy. The whole proposal has to be reviewed again, includes emotional and old fashioned ideas and it does not explain how a modern engineering society could resolve problems in a new century using all human resources in an European Market.
