You owe to make it widely known that people can use a telephone number or an e-mail address in order to provide the authorities with the name of the shop or service that neglected to issue a bill, without obliging the citizen to ask for the bill or argue. This will enable the officer of ministry of finance to exercise a control at the given shop or service.
