This is definitely one of the most important pieces of legislation that Greece will hopefully put through. Professions should be free for anyone to join and participate in without having to pay a huge licence fee. One example I can give from personal experience when working in the UK. I invariably had gaps of one or two weeks between projects and instead of just sitting around I used my own car to run a taxi service in my area. It cost me Euro 150 for the radio and I paid Euro 150 per week to the taxi company. So I became a taxi driver for one or two weeks in between projects. If taxi driving was a closed profession in the UK I would not have been able to work....nor incidentally several acquaintances of mine.
