    Dear Sirs, A general comment. Instead of creating a new governmental organization with the inherited disadvantages public organizations have, lack of productivity, low moral, lack of continuous education, etc., would it be better to have an international auditing organization do this function? The international organization has modern management, organizational skills, professional staff, project management skills, etc. It can be kept accountable to deliver results on pre-specified deadlines and there can be legal and economical consequences in the event they miss the deadline.
