We would recommend that the Greek Government sets its licensing fees at a reasonable level that primarily serves to cover the administrative and operational costs incurred by the regulator to fulfil its duties. In particular, licensing fees should not serve as a way to raise additional tax revenues, as this is the role of the headline gambling tax (which is the already the highest GGR rate in Europe). Importantly, prohibitive licensing fees and high financial requirements are very likely to deter operators from applying for a license and will hinder the success of the regulatory regime. By way of comparison, the proposed licensing fees are ten to twenty times larger than what is required in comparable markets, such as Bulgaria and the Czech Republic, as well as much larger ones, such as Spain and Italy.
