General comment:
Will this ministerial edict be accompanied with a list of the previous laws, presidential and ministerial edicts, and processes which are either eliminated or modified?
Unless this is the case, this edict , once again, leaves its implementation to the discretion of public organization and/or an employee. For instance, why should one who receives/expects some "gratuity" for providing a document, when a civilian/customer goes to the office, change and do this electronically?
There must be a consequence for those who do not comply with the edict.
