I will first address points 19-24. In US these items fall under the preview of Data Management. If you are interested I can provide you with the methodology used at companies such Federal Reserve Bank, 3M and Intel.
In addition you will need a Metadata Repository. I can provide you with a Logical/Physical model we used at Intel. It is not proprietary as most Metadata Repositories use the same model.
I can also provide you with a model and methodology for a Codes database. We developed it in 1995 at 3M. It was created to address the integration of all code sets used at 3M globally.
Articles 24 and 25 have been addressed by an IT Architecture based on Zachman's model. Although IT Architecture is one, it can be depicted using very simple tools, such as MS PowerPoint and MS Excel.
