Dear sirs,
I want to provide you with a better explanation. When I wrote my first note I was in a hurry to get my next flight.
You over complicate something that is very simple.
Second, you view the purchase order as an independent item and in particular as a document.
One may challenge you by asking; "what is a Purchase Order (PO) document?" The answer is very simple. A PO is a depiction of an event that took place at a point in time. The PO can be depicted in any way the parties have agreed. The pertinent information in any case is the same.
Looking at the information you provided, gives me the seance that you view all this information from a PO perspective and not from a government as a unit perspective. What I am trying to point out is that the seller information is needed by many organizations in the government. I simply point out that you stop for a moment and instead of looking how to solve a very important problem, you take few days a put a plan together for a road map to integration
I suggest to you that the PO contains information which over the time is constant, i.e. the buyer, seller, courier, bank, contract, product, etc and variable information, i.e. product quantity and price (this may be constant based on the contract).
The constant information/dat that does not change frequently is:
Trading partner data (Trading Partner is the issuer, buyer, Dispatch company, etc.) Each of the above is associated with persons, addresses, bank, tax, contract, product, etc information.Person information.
A person is en employee of a Trading Partner. A person has many roles, i.e, Issuer, Buyer, Recepient, etc.
The bank Information needed is the IBAN number. The IBAN contains the country, the bank code, the brach code and the customers’s account number.
Contract information between two or more Tradng Partners.
Comments or textual information that can be created and attached to a Trading Partner, Contract, Contacte, etc.
The variable information is simply the quantity of the product the purchase date and perhapse the price. In addition each product/occurrence has many associations to trading partners, addresses, and people.Bank information is needed only if the bank is different than the one specified in the contract which is already on file.
What I describe above was addressed and solved 20 years ago when I worked for a large global company. If you wish any additional information I will be willing to address any and all your questions.
I hope that this brief explanation provides you the information you need to address the problem at hand with a view into the future.
