Such a system needs more thought and research. Although an important addition this does not serve any purpose for animal control in isolation. Other than to establish the ownership of micro chipped animals, for returning lost or stolen animals and bringing prosecutions for abandonment of animals. The loss and theft of animals is already a concern and is currently used by responsible owners. Those that are intent on abandoning animals will abandon them BEFORE this legislation becomes operative. Many who presently care for animals already struggle with financial difficulties. Greece’s monetary crisis has increased difficulties for animal organisations who have many animals in their care. It has also seriously increased abandonment especially amongst low income owners of animals. This system is I assume, intended to benefit Greece as a whole and as such costs should be borne by Greece as a whole and not fall onto the shoulders of those already highly committed to caring for animals. Before such a system is introduced the Government and Veterinary Services must put in place measures to subsidise the costs of this proposed law and provide free facilities. My suggestion would be to implement this requirement in law IF it can be clearly defined as essential – in stages – The first stage micro chipping AND STERILISATION of all Hunting animals. Records maintained by the hunting organisations, checked and accountable. A pre requisite of proof of micro chipping AND STERILISATION (one without the other is totally inadequate) before acceptance of membership of all Hunting organisations. It is well known that hunting dogs are abandoned on a massive scale and this could put an end to this criminal irresponsibility and obvious huge impact on the stray animal over population. A requirement of all breeders to microchip AND STERILIZE pre sale of all cats and dogs. A requirement that all pet shops and private sales keep and maintain records which will be inspected by authorities and proof must be provided to those purchasing these animals. As stage one, this measure could be effective PLEASE CONSIDER That this measure COMBINED with a requirement to also STERILISE and certificate these animals, makes a great deal more sense and would be an enormous effective contribution towards proper animal control and management. Pre determined and regulated standardised lower costs would be borne by owners who are in the position to well afford these measures. Stage 2 Concessionary arrangements made as outlined above for micro chipping BUT the second stage to include concessionary arrangement and a requirement to STERILISE cats and dogs. Full participation of volunteer vets with the full employment (by the government) of Greek vets. A pre organised national campaign with the cooperation of all animal groups, organisations, municipalities, veterinary services and environmental groups. Gain full commitment and participation from the nation following education and understanding of the need, the advantages and huge benefits of mass ANIMAL STERILISATION. Micro chipping in isolation is ineffective and inadequate it should be a secondary measure from the pre requisite and vital need and implementation of mass sterilization programs. All animals allowed to wander freely whether micro chipped or not can and do BREED. Only humane sterilisation can lead towards reducing and control of animal overpopulation.
