What local shelters, municipality owned ? This needs defining – consider please that most of these cases are brought by concerned individuals, animal groups and organisations, financed by them exclusively along with the ongoing care, shelter and medical expenses involved for seriously abused animals. Provisions should be made to reimburse these expenses and funding raised from increased fines should be directed to all animal welfare organisations to both sustain the care they already offer and expand these facilities. Very often they are the ONLY facilities on offer for animal care there are no municipal facilities. Further these funds which are to be created from imposed fines need strict audit distribution and accountability and all accounts should be published yearly and open to public scrutiny.
