    I do not understand the need to place restrictions in law with regard to numbers of pets allowed in homes. The sensible limiting factor is already in place with provisions regarding health, and laws concerning obligations to keep the peace. Animals are often fostered on a temporary basis, a mother and 6 pups or mother and 6 kittens will not cause problems for anyone. This proposal is unnecessary .
