A limit of two is ridiculous. The people who do have dogs and take good care of them are very likely the people to save abandoned puppies and kittens they find dumped in trash bins, on a daily basis this happens. If these people did not act, there would be many more cruel and painful deaths of baby animals. So a limit is ridiculous. One dog can be dirty and noisy, ten dogs could be quiet and clean. It depends on the owner. Yes, if there is a TRUTHFUL problem then the local municipality should act. But in general you will find less noise and problems with dogs in flats than with out of control Greek children. and I Know, because I have lived in houses and flats next to Greek children and it is not a holiday at all, it is noisy and accepted to be noisy until 2am or more in the morning. Dogs sleep.
