Section 10 stating that animals should not be returned to certain designated areas does not make sense for cats. Cats live and survive around hospitals, schools, hotels, houses, shops, factories - pandou! They play a part in keeping vermin under control, despite the fact that they are often considered as vermin themselves, and have no protection in law. If there is a large colony of cats living around a hotel, airport, school etc, and an animal welfare organisation in partnership with that institution or the municipality, carries out a sterilisation campaign, to bring the population under control, it would be wrong and cruel to put the cats elsewhere afterwards. This is where they live and they are part of that community. The important thing is that they are neutered to reduce inbreeding, fighting, weak genetic stock, sickness and disease.
