Continuity of 3 existing Progrmames, mainly the FP and the CIP would be highly desirable, even if they will be integrated in a single Framework. That is important because each of the three (today) independent elements provide a useful role that should continue to exist in the future (e.g., support structures such as the Enterprise Europe Network play an important role in competitiveness acting complementary to the dissemination capacity of the individual research projects). Vertical research areas, of these Programmes such as “Food, Agriculture and Fisheries, and Biotechnology”, should also remain because they allow for thematic focus and facilitate industrial involvement. Cross-thematic cooperation, however, can be beneficial and this can be done at the stage of planning each thematic areas as well as at the stage of implementation, using “clustering” tools that would allow for inter-project cooperation.
