    Art 7(2a) Particular care must be taken by the authorities to ensure that draft legislation and similar documents are not classified "confidential" unless absolutely necessary. Access to documentation and transparency throughout the process is an essential component of a well functioning democracy. If transparency is required from the private sector, NGOs and others who seek to influence the process, then transparency should be equally required during that process from the authorities and politicians.
