    Annual report by the lobbyists is unnecessary provided that they operate within the framework of the general requirements of the law. The more complicated the process is made, the more activity will be driven even further away from where it can be controlled and overseen. Such requirements can have negative impact on transparency and the objectives of this law given that they discourage registration and further increase informal and non-transparent forms of influence of those best placed. If the purpose of the legislator is to increase competition, bring more transparency and control to the lobbying in Greece, it has to be done gradually.
