Dear Sirs, Reading the ENOTHTA A I realize that you have not defined what you mean by “Ψηφιακή Σύγκλιση”. Is “Ψηφιακή Σύγκλιση” a hardware solution, fiber optics, computers, etc? Is it a software solution, better services? Is it increase in productivity for both private companies and public organizations? Unless we identify what the goal is, how are we going to know how to get there? 1. Hardware solution. If the solution we want is hardware, then we can spend the money to lay fiber optics throughout Greece. One may ask. What did we accomplish with this effort? The answer is very simple. We gave every Greek the potential to have access to faster Internet, HD TV, better land phone lines, etc. 2. Software Solution. A software solution is more complex because we need to answer the for “whom” and “what” questions. The “whom” is the individual, the private sector, the government, etc. The “what” is; what types of software. Are infrastructure software that can be used by all? Databases that contain data needed to address many needs? Specific applications, which address specific needs? 3. Increase in productivity. Increase in productivity can be derived through both 1 and 2 above. I say “can” because the potential is there. History sows that productivity indeed increased by the introduction of new technology. We also know that technology is only one factor in increasing productivity. Some of the others are: Good and continues training, employee effectiveness and performance measurements, merit compensation, etc. In more advanced countries, US, Canada, Japan, Western Europe they have placed great emphasis on #3 over the years before #1 and #2 came to be. In Greece, we need to do all three at the same time. This will require a great deal of coordination, prioritization and project management. Unfortunately, I see those as the great Greek weaknesses. I am not a pessimist because I believe that if there is a will, there is a way and that nothing is impossible. The impossible just takes a little more time. I wish you the best in this endeavor.
